Now lay the belt strip on a table and fold over one long edge and both ends, about ¼ inch. Next, with the skirt wrong side up, pin it to the long folded edge of the belt. First pin the top of the hemmed ends of the skirt to the turned down ends of the belt. Then draw up the basting thread in the top of the skirt so that it is the length of the belt. Spread the gathers out evenly, and pin the top in several places along the belt edge. Baste along the gathers. Then turn the top of the belt over ¼ inch and, folding it in half lengthwise, baste it to the top of the gathered skirt, on the wrong side.
