A myth grew in the popular press that the Prince was an inveterate gambler and that he took gambling counters with him everywhere he travelled, and forced people to join in his gambling sprees. Of course, the fact that the party was there for the St Leger did not help matters. To make matters worse, Sir William had breached army regulations. In June 1891, the Secretary of State for War was asked if he intended to act against Sir William for the breach. The military ruling stated: ‘Every commissioned officer of Her Majesty’s service, whose character and conduct as an officer and a gentleman had been publicly impugned, must submit the case within a reasonable time to his Commanding Officer or other competent military authority for investigation.’ It was decided to do nothing because Sir William’s conduct at the time convinced superiors that he did all he could not to make the conduct ‘public’.
