Matt stood outside the office, thumbing through an old girlie magazine. The waiting area was stacked high with them. Matt had no idea where Wagner and the others had got the glossy rags, but some of them were so old, he thought they had to be worth some pretty big bucks. He tossed the one he was reading on the pile and removed his stetson. He had no idea what the big boss wanted with him, but he suspected it wasn't good. He usually only ever dealt with Kash, and those exchanges were rarely fun.

He'd heard stories about Wagner, about what he had been before the strike. A lot of it was clouded in mystery, but from what he had gleaned, it sounded like the guy had a bad streak a mile wide. Apparently, he was born on a farm in Maine, and from the day he was born, trouble followed him around like a bad smell.

After getting kicked out of school, he joined the military, doing two tours of Iraq before returning home with a chip on his shoulder as big as a rock. He took up residence in Manhattan, and from that point onward the people that Matt had spoken to were a little sketchy on the details. Some said he had joined a government agency which had enabled him to glean the information needed for an attack of this scale, others said he had spent hundreds of hours hunched over a computer with one of his pals from military intelligence, learning how to use the dark web to his advantage.

One particularly outrageous rumor suggested he had done time in a high-security prison after killing a man with an ice pick, and that he'd befriended a number of the prison guards who had helped him escape on the understanding that they would be given places within the Cabal. Matt didn't think any of the stories held water, but one thing he did know was that Wagner was a highly dangerous guy; a man you needed to keep on your side.

The office door opened, and Wagner emerged. He was puffing on a Cuban, a glass of scotch in his hand.

"Groover," he said, grinning. "Come in, come in."

Wagner offered him a seat and Matt took it, holding his stetson tightly between his hands. He glared at the walls. The Cabal flag hung behind the desk, and beneath it was a map of America with red circles dotted across the majority of towns. Matt guessed the marked areas were the towns that had completely fallen to Cabal rule. The sheer number of them chilled him to the bone. The Cabal were taking over the whole damn country.

"Impressive, isn't it?" Wagner said, following Matt's gaze. "We're making excellent progress."

"It really is something," Matt replied, picking every word with precision.

"It's less than two years since the strike, and we're on course to have the whole of America under our control before the year's out. And it's not just the USA." Wagner took a long drag on his cigar.
