Based on the number of bureaus, the Second Department appears to rival the MSS in size (see fig. 5). Another nonfunctional element within the Second Department monitors and supports the military intelligence apparatus. This is the political department.28 This unit reports to the General Political Department (GPD) and reflects a system of Party control that is an inextricable part of the Second Department’s structure. The GPD is in charge of counterintelligence as it relates to the political control and ideological education of the armed forces.29 It is also responsible for officer appointments, promotions, and transfers of personnel.30

The GPD maintains two distinct and separate hierarchies that parallel the military chain of command in the form of political commissars and political committees.31 Political departments (Zhengzhi bu) are the administrative arms of the political committees and are pervasive at all levels of the armed forces, much the same way that the Party’s discipline inspection commissions exist in PRC civilian
