Canoga Park

West San Fernando Valley

Canoga Park was located in the West Valley, as locals referred to the neighborhoods along the base of the San Fernando Valley. Its history dated back eight thousand years to the earliest known civilizations. The famed La Brea Tar Pits were located in Canoga Park, where the fossilized remains of saber-tooth tigers, dire wolves, and mammoths were found. Now tigers and wolves of another ilk ruled the streets—the Canoga Park Alabama 13 street gang.

Also known as CPA-13, the gang’s roots dated back nearly a hundred years. Latino farmworkers in the Western San Fernando Valley had formed the Canoga Park social club in which they would gather with fellow Mexicans and Central Americans to reminisce about their home country. They’d enjoy their native cuisine while their children played games like dominos and soccer.

With the growing popularity of cars in America, the social club focused on automobiles, frequently hosting and attending shows in greater LA. It wasn’t until the seventies that the club became more sinister as drugs and guns infiltrated LA’s urban neighborhoods, including Canoga Park.

It evolved through the seventies and grew in numbers. By 1980, it boasted five hundred members as it mushroomed into a full-fledged street gang. It adopted the name Canoga Park Alabama to identify its turf and the neighborhood’s street upon which it preyed. Its rise to prominence among the street gangs of Los Angeles reached its peak in 2007 when the mayor declared it to be one of eleven on law enforcement’s target list.

By 2010, the gang was single-handedly responsible for a nearly fifty percent increase in gang crime in the valley. By 2020, CPA had drawn the attention of the most ruthless drug gang in North America, the famous El Salvadoran gang Mara Salvatrucha, or MS-13.

MS-13 formed an alliance with CPA, who adopted the number 13 to their name. The Mexican Mafia, who contributed early on to CPA’s rapid growth, often adopted the number 13 to their gang names because the letter M was the thirteenth letter of the alphabet. MS-13 had done the same.

The growing CPA-13, almost entirely Latino except for a few Caucasians, targeted black gangs, creating a race war in LA that was not widely reported. Although law enforcement had never pinpointed the reason why CPA-13 focused on blacks, their working theory was it was street culture imitating prison life, where black and Latino inmates had routinely battled each other to divide the prison along racial lines.

The shooting of a black football player was the first of several attacks on black residents in Canoga Park in an attempt to drive them out of the neighborhood. CPA-13 had never hidden the fact the gang targeted blacks in the West Valley. The trend had continued to the present.

Lee and his partner pulled up to the crime scene in Canoga Park, having already been advised of the brutal murder of two black teens in the neighborhood. There were witnesses to the beatdown administered by two Latino minors, who were being held in the back of separate squad cars.
