UNDERCOVER DRUG OPERATIONS

We called him N-261. He was a confidential informant (CI) for the Alaska State Troopers. Sgt. Gene Kallus of AST, the officer in charge of the AST South Central Area Narcotics Unit, (SCAN), out of the Soldotna Post, brought him to Seldovia, at my request. We were hopeful we could reduce a growing drug problem that was alleged to be taking place. We had numerous reports of marijuana, cocaine and some amphetamines that were alleged to be readily available. It was said to be an ever-growing problem. We had intelligence that named different local citizens who were said to be involved in the use and the distribution of these illicit drugs.

After becoming a member of SCAN, I was invited to take part in a number of undercover operations that took place in Anchorage and in the Matanuska Valley. I was sent to a marijuana eradication class in Palmer, Alaska. After the class was over, we raided a number of different grow operations in the Matanuska Valley. Search warrants were obtained, and a number of different teams stormed a number of grow operations simultaneously. Over 500 marijuana plants were confiscated, and a number of arrests were made.

I was also involved in a major statewide operation regarding cocaine and heroin, which were reportedly coming directly out of Mexico to Alaska. Surveillance was held on different locations all across the state, and a great deal of intelligence was gained. Search warrants were obtained, and simultaneously, raids were conducted on residences, office buildings, and warehouses all across the state. The statewide effort was a huge success, and a number of people were arrested and charged with several charges. Indictments were handed down, and many drug dealers lost their freedom due to the statewide sting operation. A lot of illegal drugs were seized, as well. The Department of Public Safety (DPS) reported the operation to be a huge success and promised to continue their efforts in the fight against all illicit drug activities in the state. Due to my involvement in SCAN, the Seldovia Police Department was able to get an undercover confidential informant sent to Seldovia. The state picked up all the expenses of the undercover operation, with the exception of the Seldovia police officer’s wages. The CI was under my direction, and we were to work together to make buys of illicit drugs in and around Seldovia. N-261 had been working as a CI for the state for a long time and had been to Fairbanks, Nome, Wasilla, Palmer, Anchorage, Soldotna, and Homer before coming to Seldovia. He had bought a lot of drugs for AST and had made a lot of cases for the state. He was, however, hard to control. He had so much nervous energy, he was moving constantly, and I couldn’t get much other police work done due to his need for constant contact with me. Maybe he had developed this condition due to all his undercover activity, always living on the edge. He was paranoid and always on edge.
