CHAPTER SEVEN
âNothing great has ever been achieved except by those who dared believe something inside them was superior to circumstances.â
Bruce Barton
I RECEIVED A PHONE call from an administrative clerk in the Central District Court of California courthouse who read the letter I had sent and wanted to guide me. I had written the district court hoping to find the courtroom involved in the approval of the satellite surveillance around me believing California where the situation originated. I was not sure if the approval for the high-tech electronic surveillance was given in Los Angeles or Orange County initially so I wrote both district courts before moving to Scottsdale Arizona of that year with renewed hope to find happiness.
âIf you still lived in Los Angeles now, help is available for filing in district court here,â she explained. âWe have a Pro Se Clinic in downtown Los Angeles. They assist with formatting and basic guidelines for filing a civil complaint on your own behalf.â
I was grateful for the call and the fact that someone cared enough to call me all the way in Arizona. I had checked with private attorneys. After explaining the surveillance and each time I was told that a case like mine carried a hefty start-up price of approximately $10, 000 to $20,000 against Big Brother and that was just for starters, one told me.
âHowever, you now lived in Arizona,â the clerk said. âThis means that you have to file in the area where you live.â As we talked I could hear the typical noises of someone listening to the conversation in the background and this person did not sound pleased with the call from the courthouse. About a week later, I called her back with questions on my filing in Los Angeles and the possibility of flying there for court appearances. She told me that she could no longer provide any information or assistance for me. Those listening in the background of my phone had obviously silenced her and it showed in her voice.
The first week of August of 2009, after three years of steady stalking and harassment, I filed a case in the Federal District Court of Arizona on my own behalf.
It is needless to say that I was out of my league, and apparently somebodyâs joke as noted in one of the court documented responses from the United States Attorney, but this fact did not dim my enthusiasm. Just alerting someone, if anything at all, would help me in the long run I reasoned. The complaint was naively filed against the Department of Homeland Security, the Federal Bureau of Investigation, the Drug Enforcement Agency, the National Security Agency and every police department in every city I had lived beginning in 2006 from Orange County, California to Arizona. Unsure exactly who was responsible for the type of surveillance around me, at that time, I naively used the formatted case below:â
(American Civil Liberties Union, et al., vs. National Security Agency Central, et al., 493 F.3d 644 (6th Cir. 2007).
