THE COMMUNIST REGIME IN RUSSIA BELIEVED THAT VICIOUS SERIAL KILLINGS WERE A DECADENT WESTERN PHENOMENON. CONSEQUENTLY ANDREI CHIKATILO WAS ALLOWED TO KILL AGAIN AND AGAIN AND, AS A PARTY MEMBER, THE SOVIET AUTHORITIES TURNED A BLIND-EYE TO HIS DEPRAVED CRIMES.
In the 1980s the police investigating the mounting number of murders occurring in the Rostov area of the Soviet Union knew they were looking for a prolific serial killer. The Soviet authorities refused to admit the possibility. According to communist doctrine, serial killers were a symptom of the corruption and decadence of Western capitalist countries, particularly the USA. Consequently, it couldn’t happen in the Soviet Union. This was a serious obstacle for the investigation to overcome. The strictly-controlled Soviet media couldn’t report any details of the murders indicating a serial killer was involved. It meant they didn’t give out descriptions of the man the police were looking for. They couldn’t even warn the public of the danger, because in doing so they would be admitting that there was only one killer.
Almost all the rapes and murders were happening in the vicinity of the public transport system. Bodies were found in strips of woodland near bus and train stations. The police were sure the man was approaching passengers in the stations or on board buses and trains and luring them into the woodland, but they were not allowed to tell people to look out for a man behaving suspiciously in these locations.
The inflexibility of the Soviet system certainly contributed to the length of time it took the police to catch Andrei Chikatilo, but the police themselves have to share some of the blame. They could have stopped him after he had killed for the first time. In 1978 Chikatilo was working as a teacher in Shakhty, a city about 80 km (50 miles) north of Rostov. He was married and had two children, despite being almost impotent. He only became sexually aroused when he was with children and had already left one teaching job after complaints were made against him. He bought a shed by the river near Shakhty and lured a nine-year-old girl into it by promising to give her some sweets. Once inside the shed, he tried to rape her. She struggled and he stabbed her repeatedly in the stomach. As he killed her, he became aroused and ejaculated. The girl was reported missing and one of her friends told police she had seen her with a tall thin man. An artist’s impression was drawn up and shown around Shakhty. It resembled Chikatilo, and the principal of the school where he worked gave his name to the police. They searched the shed and found bloodstains. He was arrested, but, after his wife provided him with an alibi, he was released. The police then beat a confession out of another man, who was tried for the murder, found guilty and executed. Had they investigated this murder properly, the lives of at least 55 people might have been saved.
After coming so close to being caught, Chikatilo didn’t kill again for more than three years.
