Covertly sponsoring rebels is both hard to deny and highly controversial. There is another downside: controlling them is difficult, if not impossible. They are, after all, rebels. Groups have different motivations from the state and will probably have been waging their own attacks against the target for years before the CIA or whoever came along. They are not puppets being manoeuvred by a hidden hand. It is therefore wrong to think of a state covertly controlling or coercing rebels to do its bidding. They have their own independent action and, at best, work in partnership with the sponsoring state. Boris Johnson, as foreign secretary, was characteristically evocative yet misguided when describing the Middle East situation in 2016: ‘you’ve got the Saudis, Iran, everybody, moving in, and puppeteering and playing proxy wars’.
