While at Central Haken’s dissatisfaction continued to grow. And he and his fellow staff were not content with the changes Avery made to policing. Avery dissolved the Pillage Squad (which was alleged to be the most corrupt squad in the CIB), 21 Division, then the CIB.

Haken was short-staffed in the detectives’ office. At best there were two detectives at his disposal. There was one other detective sergeant attached who was on permanent sick report and therefore of no use. Another officer had come from the Child Mistreatment Unit and ‘was burnt out and did not want to be there’. With the exception of those, Haken had all ‘A Listers’ who were uniformed people in plainclothes. Further to that, the staff consisted of 70 per cent to 80 per cent probationary constables in the uniformed area. This was the unit looking after the Central Business District and was, in Haken’s view, ‘totally useless’.
