Bush therefore raised the issue of the nexus between the polygraph’s methodology of eliciting personal secrets and the CIA’s mission to protect national security secrets. “At this point, Mr. Blake [also of the Security Division] provided the Director with a number of reasons, such as morale problems, refusal of other employees to be associated with ‘open’ homosexuals, and the propensity for homosexuals to recruit their own kind.” Bush was not yet convinced, the report noted, but the CIA did not provide him more specific reasons for targeting homosexuality in its polygraph exams.57
