SET MARROK flung the little Japanese a darkling glance. âAs set forth in our note of yesterdayââ
âYour ultimatum,â Hallen stated.
âNo such construction of our most reasonable request is permissible,â the Martian disclaimed. âWhen the peace of the starways is threatened, we must act.â
âYour ultimatum.â Hallen persisted, ârequires our answer by midnight tonight. You are familiar with our Earths political history, Set Marrok? You have heard of the Monroe Doctrine ?â
The big Martian stared. Mr. Sukiyama murmured:
âThe honorable Monroe Doctrine was mosâ respected by my illustrious Japanese people for two hundred years.â
âIt was a sacred principle of the great American nation which dominated this hemisphere for more than two centuries/* Hallen added. âAnd when the World Federation was established, it was extended to include the entire Earth.â Hallenâs voice turned crisp. âDo you think now that we want a Martian-ruled colony established on Earth ? We could never submit to that, Marrok/â
The Martian stiffened. âAm I to construe this as an indication that your government is going to defy our request?â he demanded. His gray face flushed a little with his rising anger.
âYes,â Hallen said abruptly.
âSo sorry,â said Mr. Toy.
âYouâre crazy,â Marrok retorted. âWithout iridite youâre helpless and you know it.â
âUnfortunately yes,â Mr. Sukiyama murmured.
âSo sorry about that,â Mr. Toy said regretfully.
âYouâre foolsâcrazy, damn fools!â Marrok suddenly exploded. âWhy, if you dare toââ
âDefy your threats?â Hallen prompted. âWe can talk plainly, Marrok. This is an informal visitânot diplomacy, you know. If we dare to defy youââ
âWe will smash you with our invasion from pole to pole,â Marrok rasped.
âIn the interests of interplanetary peace?â Hallen suggested.
âWhich so fervently the honorable Martians desire,â Mr. Sukiyama put in.
The Martian ambassador waved it away. âDonât be a fool, Hallen.â He clanked his sword ornament with a ringing thump against the metal of his shoes. âIf you have any influence with your government, you had better make them realize that the might of Mars cannot be held in check. Our destiny of interplanetary conquest must be fulfilled.â
âAnd you wonât stop until you own the Earth?â Hallen retorted. âArenât you forgetting your little minority in our Central America? That situation so intolerable to you?â
âDonât be a nitwit.â The Martian grinned. âThe Earth is helpless, no matter what we choose to doâthatâs the real fact. And still you think you dare defy us?â
âSo terribly sorry,â Mr. Toy murmured.
âRegretfully necessary to defy you,â Mr. Sukiyama acknowledged gently. âUnfortunately, yes.â
The big Martianâs irritation suddenly boiled completely over. He jumped to his feet. âYouâre just damned fools,â lie roared. âThis gives us our opportunity. For six of your Earth-years, now, weâve prepared for itâthis chance to conquer youââ
âExactly.â Hallenâs quiet voice cut through the Martianâs roar. He, too, was on his feet and he was grimly smiling. âThe people of Earth are glad to have your version of Martian aggression. The real voice of Marsâwith this prating of interplanetary peace discarded.â
Hallen had pressed a button on his desk. The office door opened, with the big, red-headed Joe McCarthy looming there, silhouetted by the blue-green glare of the laboratory behind him.
