R/T communications should be kept to a minimum necessary for safe conduct of the flight. Should protracted communication be necessary try to allow time for urgent/pressing messages from other aircraft to intercede?

ATC units need to keep track of aircraft that have been given transient instructions e.g. not below/above X until ... Having given such an instruction the control unit may reasonably expect that aircraft to reestablish communication when the condition is met and should avoid long conversations without breaks.

High levels of situational awareness are essential in complex ATZ configurations and the appearance of uncontrolled aircraft need to be considered.
