We cannot begin to explain and learn from these events—our charge—without also highlighting that the framework for this decision-making was Michigan’s Emergency Manager Law. This law replaces the decision-making authority of locally elected officials with that of a state-appointed emergency manager. While one must acknowledge that emergency management is a mechanism to address severe financial distress, it is important to emphasize that the role of the emergency manager in Flint places accountability for what happened with state government. Our complete findings and recommendations are provided throughout this report and also are summarized at the close of this Executive Summary. They are formulated to offer specific measures to better safeguard public health, enhance critical water system infrastructure, improve governmental decision-making and regulatory oversight, and mitigate the many negative health and economic effects facing the people of Flint. We hope that our findings and recommendations serve as a guide and template for remediation and recovery in Flint, and for safeguarding the health and well-being of residents across our state.

As you read through the following timeline of what happened in Flint, ask yourselves the following 10 questions:

1.Did the convoluted organizational structure blur the lines of responsibility?

2.What values were communicated by the State of Michigan? Did they reflect concern for safety of the citizens? Did they emphasize doing business ethically?

3.What were the cultures of the respective agencies?

4.Was the goal safe water or something else?

5.Was there adequate oversight in the decision-making process?

6.Did the decisions make sense?

7.What motivated them to not treat the water?

8.Did the agencies make it easy for employees to raise issues as they came to light?

9.What were the ultimate consequences of the decisions that were made?

10.Were the residents themselves responsible for the lead-tainted water because their homes contained lead pipes?
