Now the Consorzio is being run by a new administration under anti-corruption rules, but the damage has been exacerbated by the knock-on effect of delays caused by extreme caution under new commissioners appointed in 2014 to take over not just the financial but the technical management of the project. The setbacks have also caused technical malfunctions. For example, corrosion has damaged sensitive parts of the floodgate hinges inside the maintenance tunnels, exposing them to salt air for up to seven years, two or three times longer than anticipated. “It’s not an insurmountable problem, but one that slowly gets worse as the construction time is extended,” says Berti.

He believes Mose has also been slowed by the cumbersome administrative requirements of a state-mandated and controlled project. The delays have eaten away at funding, starving the company of money it needs to complete the work and for ongoing maintenance, which is expected to reach €100 million a year. Mose spokesman Antonio Gesualdi dismissed this issue, saying, “There is already money allocated to finish Mose. As regards maintenance, I don’t believe a sum like €100 million will be a grave problem for Italy, the fifth or sixth economic power in the world.” A commissioner has said publicly that the maintenance money should come from taxes on day-tripping tourists — a solution that suggests that Venice’s other needs may go begging.
