So lockdowns spread country to country and state to state. Even at the time, it was not clear whether the measures were intended to “flatten the curve” – to slow the spread temporarily and give hospitals a chance to get ready for a spike in cases – or to suppress the epidemic forever. No matter. The media cheered. Politicians vowed not to impose lockdowns, then changed their minds in days.

No one reversed course faster or harder than New York governor Andrew Cuomo. On Thursday, March 19, he promised that he would not impose a quarantine on his state:

New York, and New York City in particular, will not be quarantined or force people to stay "locked up" in their homes or shelter in place. "None of that is going to happen," he said.

The next day, Cuomo imposed a lockdown. (https://www.nydailynews.com/coronavirus/ny-coronavirus-cuomo-20200320-qrsrtcp3grfyvj5llf47cj6xoa-story.html) As he put it: “When I talk about the most drastic action we can take, this is the most drastic action we can take.”

He was right.

Which didn’t mean it would work.
