7.3.2 Module and Questionnaires

It is essential to have high quality surveillance data for national, sub-national, and international tobacco control programmes40 and many groups have sought to standardized definitions of smoking status for surveillance purposes.41

All of these five adult national surveys included the prevalence of tobacco use & secondhand smoke exposure (SHS), cessation, and knowledge, attitude & perceptions of tobacco harm. The GATS questionnaire, called Tobacco Questions for Surveys (TQS),42 includes some indicators on tobacco policy, which was used in GATS-China 2010 and CATS 2015. Therefore, the 2010 and 2015 survey could assess the SHS exposure policy implementation, which we will describe in the part “Impact of Policy Intervention” in detail.

Across these five adult national surveys, there are many differences among definitions of current smoking, including whether occasional or non-daily smokers are included and whether an explicit time frame is used, as well as the definition of SHS exposure.
