Soviet General Sees Possibility of Soviet Union Joining NATO

In an interview with Die Welt,, Major General Gelii Batenin said he could imagine a situation in which the Soviet Union would join NATO as a military partner. He said this could happen if a comprehensive system of stability and security could be created within Europe. He suggested this could be done within the Helsinki process.

Gorbachev Asks West for Aid

Soviet President Mikhail Gorbachev joined other politicians in asking for foreign aid to help make Soviet economic reform work. He said aid was needed—some straight away—to produce more food and consumer goods so the reform process would not lose momentum. Gorbachev spoke at a Moscow press conference after meeting with Italian Prime Minister Giulio Andreotti, the current president of the European Community. Andreotti supported giving aid to Moscow. In particular, Gorbachev said the USSR needed help converting its defense industries to produce food and consumer goods. He added, however, that the USSR “cannot depend on foreign sponsors to fix its economy” but must depend mainly on itself. He said any aid would not be “a handout” but would be paid back. RSFSR Prime Minister Ivan Silaev said the republic’s move to a market economy would also require foreign aid in order to avoid big price rises (AP, Reuters, AFP, DPA, July 26). See RL 337/90.
