Program Extortion? Racial Co-optation? or Both?

When its proposal was completed, the Hill Parents Association requested $34,000 for a set of five summer programs that were designed to address complaints the organization’s leaders had received from area residents. In addition to a program known as Operation Breakthrough to provide summer jobs, the HPA proposal requested funds for a neighborhood park, silk screening, adult education, and a summer camp. HPA’s members became angry when CPI appeared to drag its feet on their request, then offered them a grant of only $6,000, and later refused to reconsider its decision. That anger was reported to have been especially intense among some of the neighborhood men who had looked forward to having summer jobs.22 Things then happened very quickly. This is what Fred Harris had to say about the events of June 14 that caused the Lee administration, in its URS capacity, to override CPI’s decision the following day and grant HPA the full amount it had requested.23 “We kept saying things. The people are getting tired of this, and the police were brutalizing people in the community, and all kinds of stuff. . . . We weren’t getting any justice. So one night, all the poverty offices caught on fire. So then, the next day, the Mayor called me downtown, and gave me the money for the proposal.”24
