COMMON CORE: A CHANCE FOR CHANGE?

People don’t like to talk about mental illness. But they love to talk about education reform, usually with a call for “standards,” the latest example being the 2013 national debate about bipartisan-backed Common Core State Standards (CCSS) implementation and the previous handwringing about the bipartisan Titanic that was No Child Left Behind. The symptoms of this failure are very well documented in subpar standardized test results. Google “Our nation’s schools are failing us,” and you’ll find agreement among pretty much every sector. As Stella O’Neal at the Prison Justice Project succinctly puts it, “Our nation’s schools are failing our children. Black students lag behind white students from the very first day of kindergarten, a disparity that is as evident among suburban middle class children as it is among their inner city peers.”

The Common Core State Standards Initiative was developed jointly by the nation’s governors and state education commissioners with the goal to better prepare America’s children for college and careers. How these higher standards will affect children with mental disorders is still unclear. In 2007–08, IDEA reported the following IEP percentages for children and young people aged three through twenty-one:

Other health impairments (ADHD): 10 percent

Emotional disturbance: 7 percent

Autism: 4 percent
