The summary in Table 8-7 for the inter-regional movement of the black population, matching that for the total population (Table 8-5), documents the continuation of the very dramatic reversal of direction in the inter-regional flow of the black population during the 1970s and since. Instead of attracting black population from the South (as they did for decades before 1970), both the Northeast and the Midwest regions have suffered net migratory losses of black population, which instead has flowed primarily back to the South and to the West.
The net migration 1990-92 (multiplied by 5) indicates that the “black flight” from the Northeast may even have accelerated, and that the net movement of black persons from the Midwest continues toward the West, but not the South. As yet there is no consensus about the meaning and durability of these trends. Does it imply that employment and other livelihood necessities are now more attractive for black citizens in the South and West regions than in the North? Some researchers consider it to have a very large ‘return migration’ component of black persons (and their descendants) who left the South during the great trek North before 1960.
