Busby was a close adviser to Lyndon Johnson, yet he is respected by many of the Republicans because he is a superb analyst of positions, trends, and perspectives. His background and wisdom make this comment significant and worthy of careful attention.
Busby makes a unique observation in view of recent tax reform efforts in Congressâeven more so considering the negative publicity given to President Reagan several years ago when he made a similiar analysis. Itâs important for us to understand not only this point, but the total interrelationship of an intelligent, consistent strategy for our entire economic and political system. We can expect more benefit from a dedication to our common good, than we would lose from a diminished degree of self-interest. In fact, our self-interest often is even better served over time, when the common good is considered. Lincolnâs words still remind us that united we stand, divided we fall.
The 1986 federal tax bill shifts taxes from individuals to business. It drops rates for both, but the true burden shifts. This will produce significant short-term economic pain and will not aid in capital formation which is necessary for long-term international competition. Eventually, we will need to address this problem, and the burden will be shifted again. But because of the negative aspects of raising personal tax rates and the enormous amount of money that must be raised, I feel we will see the value-added tax, securities tax, business transaction tax or similar concepts emerge. So tax reform is really only a beginning to a changed, but probably beneficial processâeven though I feel it will have a much greater effect on the economy than is realized. In relation to the international business world, the lower tax rates for some types of businesses will even make us a tax haven and draw development.
As we look at many of the potential economic changes, we need to appreciate the importance of ideas. We are a nation of many opinions and concerns. Free enterprise has made us great. At the same time our moral fiber has been a key ingredient to our success and our ability to preserve democracy. Free enterprise and its modern equivalent of constructive capitalism have brought prosperity unequalled in the history of mankind to those who have followed its teachings.
We can control our economic and political destinies. If we create short-term solutions, accept hand-outs from the government and adopt policies that donât consider long-term effects, but only ease momentary pain, we inevitably will reap the consequences of our actions. On the other hand, if we are committed and know what economic and political policies we wish to pursue, we can move forward. The key to moving in a healthy direction lies within our character. As we have said before, character is destiny. Will we commit to educational programs which can build a foundation for technological awareness and the changes which will confront us; or will we be satisfied with mediocrity that condemns our children to a lower standard of living?
