In August 1966, Sheikh Zayed replaced his brother as Ruler of Abu Dhabi, which was to have a profound effect on the police. Sheikh Zayed had long advocated for the need to modernise the Emirate’s system of government, such as establishing departments with budgets, delegating authority to departmental heads and bringing in foreign expertise to rapidly develop capability.

Consequently, by the end of that year, he had established administrative arrangements to create an Abu Dhabi government. This included creating the Police and Public Security Department which oversaw Abu Dhabi Police. The Chairman of the Department was Colonel Sheikh Mubarak bin Mohammed who remained Commandant of Abu Dhabi Police. He was supported by a deputy commander for police operations and administration.
