A regional analysis might shed some light on this shameful performance of the country in the institutional sphere. Table 3.18 does this. By selecting four of the WGI indicators (i.e. excluding both regulatory quality and political stability, which do not vary across regions) to produce a synthetic average (simple average, WGI-4), researchers have carried out an ad hoc survey by region of over 16 items connected with the 4 WGI indicators, which themselves have been averaged out to produce a synthetic indicator, that is then rescaled with the national averages of the WGI-4, to produce a regional variation comparable to the WGI indicators, called EQI.12 The results for 2013 are shown in Table 3.18, showing each of the Italian regions, and in Figure 3.5, taken directly from the work quoted, it shows a picture for all European countries plus Turkey.

Both from the table and from the graph it can be seen that the quality of institutions index has a spread in Italy unmatched in any other country of the EU.13 If we removed Latium (the city of Rome is notoriously corrupt and resembles the South rather than the rest of the country) and the South, Italy would reduce its negative average EQI by at least half, albeit still remaining the only “advanced” EU country showing a negative overall indicator. The extremely low value for Campania, only paralleled by a few regions of Bulgaria and Romania, corresponds to the region’s bad reputation, despite it hosting some industrial excellence.14
