Combining a Neoliberal and Security/Risk Role: Turning a Contradiction in Terms Into Synthesis (Late Phase)

As previously mentioned, as years went by after the events of 9/11, it became increasingly clear that the anticipated mass exodus of businesses from New York City was not going to happen. Ideas on a contradiction between stepped-up security measures and global competitiveness grew increasingly irrelevant in public narratives. As we shall see in these final sections of the analysis, the public narrative in the middle and late phases actually became increasingly colored by ideas that stepped-up security measures and risk control were the sound policies of a responsible local government providing global leadership in the ‘war against terrorism.’ Thus, it seems as if neoliberal ideas and ideas based on risk and security are not necessarily contradictions in terms, but can in fact be turned into synthesis.
