Economic structure

In spite of remarkable achievements as a result of the reforms, Vietnam remains very much an agricultural-based economy, with an unbalanced structure. In this economy the state-controlled sector is still considered to be the backbone of the economy and a ‘level playing field’ is yet to be created for the emerging private sector to operate at its full potential (see Table 5.3).
