Although Bagone-giizhig and Miskwaadesi had agreed to removal by signing the 1864 treaty, they did not encourage anyone to move when they returned home. In addition to being attached to their homelands and fearing the disruption that relocation would cause, the Ojibwe resisted removal politically. Cognizant of the increasingly desperate attitude of U.S. officials involved in the removal treaties, Ojibwe leaders realized that they could manipulate officials by pushing off removal to future negotiations and that they would be weakened politically if they moved immediately. Moreover, the promised annuity payments had yet to be delivered. By not moving, they had greater political leverage in securing their annuity payments. The removal effort stalled.
