Finally, exposure to institutional racism, sexism, and other forms of social disadvantage and their consequences in old age renders older persons of color and women, in particular, vulnerable to economic dependency, which, in turn, limits their options on a number of fronts.

Despite the need for a broad-based social approach, health and social policy interventions have largely focused on those factors that can be altered by the exercise of individual choice. The federal government has set health objectives consistent with this approach in its Healthy People 2000 National Health Promotion and Disease Prevention Objectives (Lee, 2000), including (a) increasing the healthy life span for all Americans, (b) reducing health disparities among Americans, and (c) achieving access to preventive health care services for all Americans. In contrast, the politico-economic context of aging and health, although potentially subject to intervention, is not easily modified by the efforts of the individuals acting separately and in isolation from one another (see Chapter 9 on productive aging).
