The significance of the local state to (sexual) citizenship was also an important finding in the UK study of sexualities equalities initiatives. This is illustrated by the following quote from a manager in local government in the south of England, who described how within some local authorities compliance could mask forms of discriminatory practice in failing to fulfil the requirements of equality law, while at the same time appearing to be delivering equality through a ‘tick the box’ approach (see also Ahmed, 2007; 2012).

And so what they do is they’ll comply, but they simply can’t go beyond that and, you know, compliance is just the beginning of it. In fact, you can be very effective in complying with something and do quite negative practice.
