The Framework for Policy-making

Although most local authorities will have to confront a range of problems that are unique to their areas, there will be three underlying requirements that appear to be common to all; the maintenance of the stability of those parts of the distribution system that appear to be in equilibrium with their surrounding client groups; the accommodation of new forms of growth in locations where these can be absorbed (and where the locations themselves may be different in kind from those hitherto provided); and the replacement or removal of outworn features of the distribution system where these no longer make a positive contribution to either the consumers’ or business community’s needs. The development control procedures that will have to be involved to meet these requirements will perforce need to be effected within some spatial design framework. This means extending in some way those geographical classifications deemed suitable for analysing existing patterns of activity to make them appropriate for incorporating change. Some indications of how this might be achieved have been given by the author in a separate paper21 and are summarised in Figures 6.3 and 6.4.

Figure 6.3 refers to the city-wide system of retail and commercial activity and contrasts the type of design framework employed for policy-making in the old style of Development Plans with an alternative proposal that seems more radical in appearance but is actually more in tune with those market processes that continue to operate within the urban environment.
