CONCLUSION
The challenge of the Whigs, then, was met by an ideological counterchallenge from the Tories. The Tory propaganda counter-offensive was highly sophisticated, designed to target a socially diverse audience, including not just the elite and the middling sort but even the lower orders, and embracing arguments intended to appeal to the political and religious sensibilities of those whom the Tories were trying to reach. There is a sense in which the Tories were absolutists; after all, they frequently said they were, and Tory controversialists often explicitly championed the irresistible nature of divine-right absolute monarchy and the indefeasibility of the hereditary succession. But they did not meet the Whig challenge simply by stating that the King was absolute, the succession could not be changed, and there was nothing anyone could do about it. Instead, they carefully appealed to public fears about popery and arbitrary government, but sought to show that people had most to fear from these if the Whigs were to get their way. They also stressed their own commitment to the rule of law and what they regarded as the true Protestant religion. Thus, to some degree, they turned Whig arguments against their authors; in the process, however, they articulated a distinctively Tory ideology which was in fact the antithesis of what true and committed Whigs stood for. Charles II went along with all this; indeed, he actively portrayed himself in the role of a king who was committed to the rule of law and to protecting the existing establishment in Church and state as by law established. In doing so, of course, he nailed the monarchy's sails very firmly to the Tory ideological mast. For the time being, this seemed a price well worth paying.
