community—in this case, at least, it included initially the University of Virginia, the University of Hull, Stanford University, and Fedora Commons—developing a user-friendly interface for working with Fedora. Stakeholders from these institutions recognized that it would be more beneficial to work together to develop a front-end solution for working with Fedora that was modular enough to cater to the specific needs of each institution without requiring individual institutions to configure unnecessary components for local use.49 The three educational institutions mentioned above agreed to use the web application framework Ruby on Rails to create the modular front-end they had in mind. By the end of 2011, the partners had delivered a working version of what they would call Hydra available for use.50 The name Hydra evokes the multi-headed mythological creature from ancient Greek myth. Fedora is the body of the Hydra project, and the various use cases represent the heads. Individual institutions had the ability to make use of whatever heads were necessary to meet local needs for working with Fedora. In less than a year, the Hydra project had grown from the original three institutions to ten. Today, the Hydra project enjoys over thirty partner institutions and numerous other implementers involved in the support and use of Samvera.51
