6 Under s38 of the Crime and Disorder Act 1998, local authorities are legally required to ensure that an AA can be provided for all children via their Youth Offending Team (YOT) yet there is no such statutory duty on any agency to provide an AA for vulnerable adults with learning difficulties or mental health problems.
