The form and institutions of government affect how the policy process begins and takes place. Pronouncement of preferred policy approaches or policy elements by the head of state or government may start a top-down process to establish policy, or public desires for action may be taken up by political parties and initiate a bottom-up process based in legislative and administrative institutions. Industry actors are often able to initiate policy processes through legislative or administrative overtures that may later enter political processes and become politicized.

Where the executive is the source of law as well as its administration, the processes will differ significantly from states in which those roles are well divided between the executive and legislature. Similarly, the amount of autonomous authority granted to administrative agencies and ministries will affect processes and implementation requirements, as well whether the legal system is based in statutory or common law.
