Redefinition of the Case

On 23rd March 1998, the Secretary for Justice was called to give account at a special meeting for the Provisional Legislative Council's Panel on Administration of Justice and Legal Services. The panel meeting gave Leung an opportunity to explain her stance and to redefine the issue at stake. It would also give her a chance to make the government's position clear and refute charges of misunderstanding and undermining the concept of rule of law. Ironically, this came only two months after the Secretary for Justice had spoken at the first Ceremonial Opening of the Legal Year since the handover, boasting of the "visible evidence of the continuity of Hong Kong's legal traditions", and "the Administration's unwavering commitment to the rule of law in all that it does" (M2 Presswire, 13th January 1998).
