The apparent neglect of the long-established practice and tradition in the teaching of Chinese language in the host university was not just an individual problem in CI-A but reflected the concept and practice of predominantly China-based Duiwai Hanyu Jiaoxue and its extension abroad by the name of international Chinese via Confucius Institutes. This was probably a reason underpinning the clause in the Confucius Institute Constitution that the Chinese director was charged with the design, delivery, and development of the Chinese language courses since they had the expertise and resources. While this might be true with many Confucius Institutes where Chinese language teaching was relatively new, it wasn’t the case for CI-A. On the other hand, CI-B was entirely a different experience as the host university very much counted on the Chinese university to design, deliver, and develop the Chinese language courses for the joint venture, which gradually led to the development of its own Chinese language courses. For CI-B, the local director was called UK director and the Chinese one called China director, thus on a rather equal footing. In terms of the division of work, the UK director of CI-B said:
As I do not know Chinese, I am very happy to leave it to the Chinese director who is an expert in Chinese to take charge of the design and development of the Chinese language courses. Of course, our courses are all business oriented as the name of our Confucius Institute suggests. However, there are always discussions on whether you can teach business language separately from the general language, but for us, it was important to get the courses going. He was a very nice man and soon put in place an operation with the support of the Confucius Institute staff, which we were fortunately to be able to have due to the involvement of the business partners.
