Education, Training, and Competence of Personnel

The issue of education and training has been extensively dealt with by the Law, Rules, and Council decisions.10,11 Instructions detail both the requirement on how to obtain a personal license as well as the relevant content of the accreditation courses to be taken for this purpose.

In order to conduct any experiment on animals, the PI and all the personnel who handle the animals (students, technicians, and animal care-takers) must obtain, prior to the experiment, a personal license as indicted in the Law (Paragraph 11).

In the 2001 Rules (Paragraph 9), the Council issued the general outline for such accreditation courses including topics to be covered, minimal content, as well as the qualification and supervision methods to be taken by the Council in order to ensure the academic level of such courses.

Nevertheless, as courses are not available continuously, and in order to enable students to start working under the supervision of qualified researchers even before they take the courses, the Council, in its 2001 Rules, enabled all personnel to obtain a one-time temporary-supervised permit for up to 6 months. Such temporary permits are supervised by the IACUC and must be followed by a permanent qualification to continue and conduct experiments with animals. The training should include at least the following:

• Explanations on the correct handling of laboratory animals, the use of alternatives, and minimization of the suffering of animals used in experiments.

• A practical demonstration of the experiment on animals in which the employee will engage.

• The conduct of at least two of those experiments on animals by a qualified researcher in the employee’s presence.
