5 ISO 21500 and competences of project personnel

5.1 Competence

Competence is the ability to do something successfully or efficiently; also competency17. While ISO 21500 mentions both competence and competencies, in this book we use competence only.

5.2 Competences of project personnel

ISO 21500 is rather limited on the competences, but nevertheless, in the context section 3.9 of ISO 21500, the competences of the members of the project team are mentioned as a prerequisite to successfully deliver projects. ISO 21500 categorizes these competences in three areas as follows:

• Technical competences;

• Behavioral competences;

• Contextual competences.

It is clear that by mentioning these competences, reference is made to the IPMA Competence Baseline (ICB) version 3.018, where these competence areas are described in much more detail.

In the ICB version 3.0 project management is broken down into 46 competence elements, covering three competence areas in the ‘eye of competence, see figure 5.1, which represents the integration of all the elements of project management as seen by the project manager, when managing the project:
