More simply, community policing is defined as “a policing strategy that attempts to harness the resources and residents of a given community in stopping crime and maintaining order.”19 It should be noted that community policing is often misunderstood as a program or set of programs such as Drug Abuse Resistance Education (DARE), foot patrols, bike patrols, or police. Many of these COP techniques work as part of a broader strategic community policing plan; these techniques alone do not constitute community policing. Another perspective indicates that “community policing is an overarching philosophy that informs all aspects of police business.”20

The philosophy of COP consists of two core components: community partnership and problem solving. Traditionally, the police have always been considered the primary crime fighters. The reality of the situation, however, is that the police cannot prevent crime alone. Crime prevention requires a partnership between the police, the community, the private sector, and the government (Figure 8.2). According to Fuller, “Good policing requires citizen cooperation. If people do not report crimes, do not provide information to the police, and are unwilling to testify in court, then the police cannot effectively fight crime.”21

The partnership between the police and the community is based upon “trust.”22 The Bureau of Justice Assistance states:

[T]rust is the value that underlies and links the components of community partnership and problem solving. A foundation of trust will allow police to form close relationships with the community that will produce solid achievements. Without trust between police and citizens, effective policing is impossible.23
