It is important for an enterprise to maintain descriptions and models of all of its key business services. This not only aids in reengineering and improvement activities, but also supports design and analysis work related to business process reengineering/improvement activities, as well as the development of future architecture views.

Business Level Artifact – Project Management Plans

The Project Management Plan (PMP) is a standard format document used by project managers, project sponsors, and the project team to improve the conceptualization, documentation, tracking, oversight, and execution of project work throughout the enterprise. The PMP should be used in new IT system, application, database, or infrastructure projects, as well as upgrade efforts in the Same areas. In small-scale, quick-turnaround projects some of the elements of the PMP can be minimized, but none should be eliminated. By establishing project documentation in each area of the PMP, project managers will have more control over attaining cost, schedule, and performance goals. Also, the new IT resource is more likely to add value by being in alignment with strategic direction, investment policy, and the overall architecture.

The PMP should be tailored to identify the business need being addressed by the project as well as how the project will be accomplished. The amount of information and level of detail in the PMP should be determined by program characteristics such as size, complexity, and enterprise. It is important to include documentation in the appropriate sections of the PMP, such as the IT Strategic Plan, a Work Breakdown Structure, business case documentation, the Technical Standards Reference Model, training plans, and test plans.

The PMP documents the overall management concept and approach used to achieve program objectives. The project manager prepares and issues the PMP during the Planning Phase of the capital planning process (See Chapter 10). The PMP is the common link between the Project Manager and all others involved in the project. The Project Manager uses the PMP to schedule and direct the entire system development process, while higher levels of authority use the PMP as a baseline for planning activities. Many participants may see a project only via a PMP. The PMP should be updated at each project milestone as a prerequisite for proceeding to the next phase in the project life cycle.
