Voluntary Association

“Those who wish to separate politics and morality will never understand anything of either.”

CIVIL ASSOCIATION IS THE MOST VOLUNTARY ACT IN THE WORLD; SINCE EVERY INDIVIDUAL IS BORN FREE AND HIS OWN MASTER, NO ONE IS ABLE TO SUBJECT HIM WITHOUT HIS CONSENT.

The argument between Hobbes and Rousseau centres on the difference between “being obliged” or forced, and “being under an obligation” which implies that some kind of personal choice is involved. Rousseau’s view is that citizens must obey the law because they feel that they should, not because someone else forces them to. The State must indeed be a voluntary association.
