I have a negative attitude toward the China threat theory. China is undoubtedly a big country. Its economy will develop, and its strength will grow in the future, and we cannot deny the natural increase of its power. At present, it is stressing economic development, social stability, and western regional development and tackling environmental issues, especially the water problem in the north. It needs peace to solve these issues. I think its will for peace has been clearly expressed by its access to the WTO and its hosting of the 2008 Olympic Games. It will be a world power and is advancing along this road. It will realize this aim through economic development rather than overseas aggression. Therefore, China and Japan have mutually cooperative relations. The Japanese worry that the huge investments by Japanese companies in China will cause the hollowing out of Japanese industry. This is Japan’s responsibility, not China’s. It is a natural rule of economics. I think that, as long as China does not suffer serious insults, it will continue practicing peaceful diplomacy. . . . Top state leaders on both sides must tell their people that the two countries have established firm, cooperative, and complementary relations.26
