GUJARAT INFRASTRUCTURE DEVELOPMENT BOARD

The state of Gujarat has been at the forefront of industrial development for almost half a century with the enactment of the Gujarat Industrial Development Act of 1962, which led to the establishment of Gujarat Industrial Development Corporation (GIDC) for expediting the industrialization of the state. Establishment of different industries in faraway locations in the state created industrial estates which required a proper connectivity by roads, power supply, water, telecommunication and everything needed for day-to-day living. With the passage of time, different industrial estates emerged as small townships with growth of population in nearby areas. As we have discussed that the pace of economic development and industrialization slowed down for about three decades and it was only after economic liberalization in 1991 that a new ray of hope was visible.

Changes in policies definitely had their positive impact and the eagerness and the willingness of the private sector to invest was visible to the political leadership. By the turn of the last century, it was the right time to enact a new law for the holistic development of infrastructure in the state of Gujarat. There was an urgent need to put everything together, especially at the policy formulation level, with clarity of thought and clarity of purpose so as to achieve the goal of infrastructure development with the least possible impediments and within the shortest period of time. To convince the investors, it was the need of the hour to have the blueprint ready so that they could anticipate future growth and development, and could also gauge the ROI.

With this background, the Gujarat Infrastructure Development Act (GIDA), 1999, was enacted and came into force in April 1999. The Act provided for the establishment of Gujarat Infrastructure Development Board (GIDB), which had already been established in 1995, but was given the statutory status after the enactment of the GIDA, 1999. The primary purpose of establishment of the GIDB was to have sustainable growth and development of the infrastructure sector along with a balanced approach followed towards the social sector. Only industrial growth, without taking the society along, would not have given the desired results in the long run. After all, industries exist for society and not the other way round. The GIDB works with a large framework of experts, who are from different domains essential for infrastructure.

They come with legal, technical, commercial, financial, administrative, managerial, social and behavioural, environmental, etc., expertise. The GIDA gave the legal framework for working with the PPP model, which was fundamentally based on a win-win situation both for public and private sector. Any business entity would never want to lose money in the long run and will not like to be emotionally blackmailed using patriotic or inequality platforms to serve the nation. Social services and doing something for the country sound good to a businessman for a short period of time; however, if one wants to have his money, time and attention, one has to show him profits at the end of the day. And that’s precisely what the GIDA and the GIDB were able to do.
