New public management

In the past few decades, many countries have been disillusioned by the poor performance of their governments and have consciously reduced the size of the public sector because of a deep conviction that private sector is more efficient and can deliver many public services more effectively. These governments (the UK, New Zealand, Australia, and several other countries, including India, to some extent) introduced hands-on professional management in public services, set out explicit standards and measures of performance, encouraged greater competition in the public sector, and insisted on more discipline in resource use. Taxpayers had to be assured that the services provided are ‘value for money’ and citizens were treated as clients, who usually paid for services rendered by the government.9 Greater reliance on the market forces, decentralization of decision-making, better service orientation, and a more managerial approach to administration (that is, rules are important but some flexibility and discretion is allowed) are elements of this new system. Since the focus of new public management is efficiency in resource allocation, there is a considerable reduction in subsidies and grants. Welfare measures are very carefully calibrated and kept to the bare minimum. In developing countries like India, where there are large sections of the population are vulnerable, adoption of this style of public management needs to be done cautiously.10
