We hut dwellers on Cunningham Road comprise 576 households and some 10,000 people. We are mostly refugees from Hongkou and Zhabei. At first we lived on the streets; later, charitable organizations placed us temporarily in refugee camps, where we received food, clothing, and shelter. We did not think it was good to rely on others indefinitely, so with the approval of the International Relief Committee we built these straw huts…where we expected to live peacefully through the winter.

The landlord's order for 170 of the households to move came as “a bolt out of the blue,” leaving the remaining 400 families anxious about their fate:
