If the SubStrategy is compelling in terms of Global Worth but it is not compelling in terms of Motivational Worth for some stakeholders then, as a last resort, consider if some form of regulation or coercion can be applied to ‘encourage’ those stakeholders to contribute as required to implementing the SubStrategy. Such coercion could be regulations with penalties for non-compliance together with effective enforcements. Other forms of coercion might include public and peer pressure.

Identify those performance indicators and targets associated with each Project, Result, Use and Benefit that will provide both lead and lag information on costs and Worth. Stages 1 to 3 identified relevant indicators but they didn’t quantify them. So for example, include indicators and targets that will: Quantify the costs to each Project stakeholder as well as quantifying the number of such stakeholders in order to determine the consolidated costs of all Projects including economic, social, environmental and cultural costs.

Quantify the costs to each user as well as quantifying the number of Uses and frequency and duration of Uses in order to determine the consolidated costs of all Uses including economic, social, environmental and cultural costs.

Quantify the Worth of the Benefits to each recipient as well as quantifying the number of such participants in order to determine the consolidated and individual Benefits to each and every stakeholder. Such Worths include economic, social, environmental and cultural Worths.
