On 3 September the Japanese made further threats. If the prisoners did not sign, then all water would be turned off, no food would be allowed, and the men would be moved into an even smaller area. By this time diphtheria and dysentery were already present in Selarang, although this did not stop the Japanese issuing a further threat: the patients from Roberts Hospital would be transferred. Negotiations continued and, late on 4 September, Holmes issued an instruction that, since the Japanese had now ordered the men to sign the escape declaration, they were to do so. The order read:
