Conclusions

The QEG was an important systemic broker in UK Higher Education between 1992 and 1998. It built on and developed the early thinking and practice of brokerage developed in the CNAA and laid the foundation for future systemic brokerage. Its primary concern was to enhance teaching and learning and in the context of the overall work of the Higher Education Quality Council this primarily translated into brokered processes to gather and diffuse knowledge relevant to the assurance of quality and standards in teaching and learning. This activity combined with its large-scale enquiry work advanced knowledge about the regulation of higher education and laid the foundation for a new QA framework based on outcome standards. The knowledge and experience of brokerage acquired by QEG and the positive work relationships developed through brokerage were carried forward into the organizations that followed HEQC (Chapters 6 and 7).
