1. Soak the chipotle pepper in boiling water for 10 minutes, until softened. Remove from the water and mince.
2. In a large pot over medium heat, melt the oil. Stir in the onions and bell peppers and cook 5 to 10 minutes until tender. Add the garlic and the minced chipotle, and cook another 1 to 2 minutes.
3. Stir the two meats into the mixture and cook for 10 to 12 minutes, until the meat is thoroughly browned. Add the spices, cocoa powder, and Worcestershire sauce, as well as the tomatoes, salt, and pepper. Mix thoroughly and bring to a boil.
4. Reduce heat to low and simmer for another 10 minutes. You can eat it now—but if you wait until tomorrow, it will taste even richer.
