The last function of the knowledge packet generator is to assign a priority to represent the value of a particular packet just created. Not all packets are created equal. Some have more valuable content that will be desired by one or more people in the company. The normal distribution is used to represent the assignment of priority which has a range of 1–127. It is not unreasonable to assume that in any company, there are some low value and some high value packets, but in general most will be somewhere in between in value. The normal distribution should reflect this condition reasonably well.
